There is no proxy field in the Steam client; the application uses the operating system's setting. But Steam's network architecture is not a single connection: the store (HTTPS), content delivery (CDN) and game traffic (UDP) follow separate paths. Settings made without knowing which one the proxy affects only lead to disappointment.
A proxy can carry only the two branches on the left. In-game connections go direct; you cannot lower your game ping with a proxy.
Download Region: More Effective Than a Proxy
If your download speed is low, the first thing to do is not a proxy but a region change: Steam → Settings → Downloads → Download Region. Steam's CDN uses different server pools per region; choosing a neighboring city often doubles the speed. This setting is completely free and puts your account at no risk.
A proxy almost always reduces download speed drop. If you have a speed problem, the solution is region selection, not a proxy.
Store Region and the Rules
Steam's store region depends on the country of your payment method and can be changed only a limited number of times per year. You cannot make a permanent region change simply by changing your IP; Steam explicitly treats this as a rule violation. Steam with a System Proxy
On Windows, with a system proxy defined, close Steam completely (exit from the tray icon) and reopen it. The client reads the network configuration at startup. If no connection can be established, try launching Steam with these parameters:
-tcp flag lets the client start on corporate networks where UDP is blocked; it does not affect in-game traffic.

Do You Really Need a Proxy?
It makes sense in three cases: (1) if your network blocks Steam domains, (2) if you manage many machines from a single exit, (3) if you want to monitor store pages from different regions (price research, library comparison).
